Quick verdict
The 4040-PRO is a semi-assembled 400 x 400 x 78mm machine on aluminum extrusions with 16mm steel rods and ACME T10 lead screws on X and Y. It comes with a 32-bit GRBL board, limit switches, E-stop, an offline controller and a T-track reinforced MDF spoilboard. The weak point is the stock spindle: a 775 DC motor that Sainsmart lists at 75W and 9000 RPM, which is fine for V-carving and engraving but slow for real profile cuts. Plan on fitting the 300W spindle or a trim router, which the redesigned Z carriage accepts. At $479 the frame and bed size are good value; the out-of-box cutting ability is not.

What else you still need
A real spindle: the Genmitsu 300W spindle or a 65/69mm trim router plus the matching mount. Add flat end mills beyond the three included carving bits, a dust shoe and shop vac, and a replacement MDF spoilboard over time. The 6060 extension kit and 4th-axis rotary are extra.
Material reality check
Softwood, MDF, plywood, foam and plastics are fine for V-carving and engraving with the stock motor. Hardwood profile cuts and aluminum really need the spindle upgrade, and even then expect shallow passes in aluminum on this rod-and-lead-screw frame.
