It does indeed perform better with turbo on, I’ve got the 7040 with the same 6500T CPU, I did compile my own kernel and set the timer at 1000Hz instead of 300Hz and some other settings which I forgot (I do have the config file) with the following parameters added a max latency of 30uS (YouTube and 4x glxgears for about 30minutes):
isolcpus=3 intel_pstate=disable processor.max_cstate=0 idle=poll cpufreq.default_governor=performance i915.enable_dc=0 ahci.mobile_lpm_policy=1 nomodeset quiet

What also did make a difference was replacing the RAM 1x8gb for 2x4gb so it will use the dual channels
